The Parent Advocate will provide strengths-based case management services, and utilize parent engagement and leaders! hip strategies for identified high-needs Head Start families. Will carry a caseload of approximately forty families.
ORGANIZATIONAL RELATIONSHIPS:
1. Reports to: Family Service Coordinator, or as designated by the Manager.
2. Directs: Parent Advocates assigned to the program. Provide guidance and support to the assigned Parent Advocates to deliver case management to the Head Start families.
3. Other: Work cooperatively with Head Start staff and contractual partners to achieve the mission, goals, objectives, and performance measures.

Essential Functions
Adhere to agency and contractual requirements pertaining to service recipient contact, family partnership agreements, family wellness plans, support families' efforts to reach their goals, evaluation of progress, service documentation and timely completion of all case requirements. Engage in a process of collaborative partnership-building with parents to establish mutual trust and to identify family goals, strengths, and necessary services and other supports. Coordinate to the extent possible, with families and other agencies to support the accomplishment of families goals in the preexisting plans. Assist parents with emergency or crisis assistance in areas such as food, housing, ! clothing, and transportation. Assist in carrying out recruitment activities as established by grantee and Head Start Partners. Assist the Head Start grantee and Head Start Partners in conducting the Face to Face enrollment process that includes all pertinent forms such as childs health history, nutrition assessment, consent for services, family needs assessment, etc. Implement the Head Start Parent, Family and Community Engagement Framework. Provide assistance/guidance to other Parent Advocates as assigned. Assist in offering parents opportunities to be involved in group activities, including parent advisory groups, policy groups and educational activities based on interest and need. Provide families with high needs (i.e.; children with disabilities, domestic violence) with appropriate community resources and linkages and assist families in crisis. Accompany teachers on two home visits per child per program year. Provide opportunities for children and families to participat! e in family literacy services and support families in identifying and a! ccessing community resources. Establish mutually respectful partnerships with families to enhance the quality of their lives and their communities. Carry out appropriate agency procedures to obtain consent, explain rights, and maintain record security to ensure that clients' rights are protected. Consult with supervisor to ensure that services are delivered in accordance with agency certification and procedural requirements including Head Start performance standards and guidelines. Provide parent engagement and educational activities that meet the on-going and expressed needs of parents. Assist in recruiting, interviewing, training, and placing parent volunteers in Head Start programs and support parents as visitors, observers and participants in group activities with their children. Provide opportunities to include parents in the development of the programs curriculum. Collaborate with the City and other Head Start providers to provide opportunities for enhancement, partic! ipation, discussion, and education matters relevant to their needs and interests as listed in the Head Start Performance standards, including child growth and development, parenting skills, child abuse prevention, guidance and discipline, medical, dental, nutritional and mental health, disabilities, family literacy, and community advocacy. Involve parents in the transition from home or other childcare settings to the Head Start Program and support successful Kindergarten transitions for enrolled Head Start children and families. Respect and respond competently to the culture, traditions, lifestyle, language, and values of each family and community. Attend agency, program and staff trainings and meetings as required. Maintain good relationships with stakeholders (including current and potential clients, community and co-workers), focusing on providing excellent and culturally sensitive customer service and presenting a positive image of the agency in all community and stakeh! older interactions. Maintain a working environment which encourages mut! ual respect, promotes respectful and congenial relationships between employees and is free from all forms of harassment. Perform other duties as assigned, including presentations to community groups and organizations, in accordance with the agency's "team" philosophy. QUALIFICATIONS:

Education/Training and Experience Bachelors or advanced degree in a Social Service related field, or has a Family Service worker credential preferred. Three years experience in delivering social services to vulnerable families A parent of a current or former participant in a Head Start program, preferre! d. Preferred: Current Pediatric CPR and First Aid Certification. Preferred: Family Service worker credential. Knowledge and Skills Understands cultural differences and is sensitive to the implications of culture for service delivery. Able to utilize various learning techniques in the successful delivery of Family and Community Support Services. Bilingual (English/Spanish) desirable. REQUIRED CERTIFICATES AND LICENSES: State of Texas vehicle operator's license and proof of liability insurance PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
